“It has been proven continually that orgs which function on policy deliver and prosper. Periods of decline have been preceded by gross omissions, unwarranted changes or destructive actions which obstruct or distract from delivery.”

The whole basis for judging any Scientology executive, therefore, is how closely he or she follows these principles without deviation.
This also tells us whether that executive should be supported or not.
